Different,  yes, majorly different, no.  Georgia in some ways is less restrictive.  I think this is 99.9% spin by each side.

The question is really what you want it to do...

Is it a glorified dumb terminal for getting online? Do you have specialized applications (for work or otherwise) that you need to run on it? Will it be used for any "power user" type tasks, like video/photo editing, etc?

A lot of people will disagree, but for basic ability to get online I'd look at a nicer chromebook before looking at a low-end Windows notebook. If you want "bang for your buck", it's a very lightweight OS so you don't need tons of RAM or processing power (or storage). Battery life is typically really good as well. But... It's very limited in what it can do. If everything you do can be done via the browser [which is increasingly common], it's great. If you want it to do anything else, it's not.

Beyond that I can't tell you much about brand. What I will say is this: don't cheap out on RAM [I'd prioritize the spend there over processor], and make sure you get an SSD rather than HDD. Most people don't need more than say 128GB storage, so a 128GB SSD will be a MUCH better user experience than a 1TB HDD. Once you get past the basic specs, you're looking at form factor (do you want something ultra thin and light--which you pay for), screen size, battery life, etc.

Now, if you're a power user, you'll need a lot more. But most power users aren't asking this question, so I'm guessing it's more of a simple "I need a computer to run a few applications and get online" question, in which case you can get by with less.
Yeah, I'm not a gamer or anything crazy like that. Mostly just using the internet.

My battery doesn't hold a charge at all, and the cord falls out a lot because the port is jacked up. Then it takes forever to reboot. Nothing on my menu bar works. The internet is sluggish, the videos stop and start, the sound is static-y, the ring of death appears frequently, and if I try to open a jpeg it tells me to go eff myself. Time for a replacement.

Up to you if a Chromebook is enough, but they're generally less expensive if they are.

It is a Dell. Worked like a dream up until a few weeks ago.

The port was damaged about six months ago and I had to take it into best buy and find a cord that would work on it. At that point the battery could only keep a charge for five minutes, but otherwise it worked perfectly fine. Now all of a sudden it loses power instantly if the cord comes out, and the whole thing is just going to Hell.

I could try a factory reset and maybe even a new battery, but with the port all jacked up why bother? Rather just drop a few hundo for a shiny new one.

The exact same thing suddenly happened to me a couple of weeks ago, too.  I was panicking because I have orders to fill and a battery would take a few days.  
I took the battery out and used it plugged in for a day or so.  
Then I put the old battery back in and now it works fine again.  If you're willing to buy a new one, you have the luxury to fiddle around with it and see if some magic happens.

The BeltLine here I think has exceeded anyone's wildest imaginings in terms of popularity and commercial development.  The city seems to be taking notice and passed a special tax to develop it further.  There are plans for light rail or streetcars along it, but I'm beginning to think what it needs is a pedestrian walk separated from a bike path.

One project near us that stalled due to COVID is supposed to restart this month, I hope, it's an eyesore now.  I see news daily of new projects starting up or proposed around midtown, so it appears developers think the worst is behind us.  In the past, developers have not always been prescient.

Ive replaced several power ports in the past

unless the power port is part of the motherboard its not hard

you can find detailed disassembly instructions on most Dells on youtube

maybe you get a replacement laptop first then try replacing the power port

that way you will have a backup if needed
