Does crime play into GDP?  I'd say yes, indirectly.  The drug transactions don't directly, but the drug "lords" then spend money like water later.

The whole thing is weird.  If I have a million sitting in a bank, there is no GDP (beyond some interest), but if I go on a spending binge ....

I also find it interesting that imports are negative GDP.

This mission was so complex it had to have been in planning for a long time, perhaps even a year or more.  In general, it might have been an attempt to establish or consolidate his power, but I think the specific timing is coincidental.
