That is what some folks expect, yes.  He might also wait two years and run for the other Senate seat.  He would probably win either handily.  I don't think he is particularly well known nationally at this point and Vance would have an edge in that department of course.  The other "downside?" is Kemp doesn't like Trump and vice versa.
