I recall where I worked, there were some good people obviously, and some folks who were incredibly incompetent, and the latter group had some who understood how to get promoted and ended up in high positions, making a general mess of things. It happens, in large organizations. We had one director who promoted only sycophants, and he promoted an unusual number of people, and they were all incompetent, but suck ups, and they stayed incompetent managers after he left.
The director bragged to me that his contribution to the company was promoting a lot of folks. (I was due, and he froze me out for 3 years.)
