How do we break the spell of both congress having basically no approval ratings AND incumbents being generally safe?

If you check polls on how folks  like THEIR Representative, the numbers in general are pretty high.  (I believe less than half of Americans could even name our Representative, I'm guilty of that as well.)

It's those OTHER bastages who are evil, not mine.  Whoever he or she may be.  I should look it up.
