If they fixed legal immigration, there'd be no need for people to do it illegally.  That system is broken.

Folks would still come in illegally under any fix I can imagine short of total open borders.  If laws exist governing immigration, folks will break them (over staying visas for example).  But, yes, you could just open everything up and stop any effort at border control.

Mexican cartel violence on our side of the border would skyrocket, it would be a bloodbath in South Texas.

I'll take Texas in that fight.
I'd love to be able to take on the cartels directly, but they're gruesome fighters.  They kidnap and murder your family if you don't comply.   It's all such a sad mess.  We used to go across the border into Nuevo Laredo 2 or 3 times per year, there's some great and historical bars and restaurants, and of course a ton of shopping.  Now, you'd have to be crazy to go across right there.

Let's imagine they passed one making it legal up to 15 weeks, and some state says "nope, zero weeks".

I dunno what would happen.  The Feds don't have broad laws against murder but every state does.  Most laws are state, not Federal.

I saw a headline a week or so ago (didn't click on it) that Trump was prepared to hit Cartel targets in Mexico with missiles. 
apparently, someone leaked the info and the plan was scrapped

well, there's no good system that would allow for 10s of thousands per month entering
