which is crazy. Not sure I've ever seen a team as loaded at TE as UGA.

I would like to nominate Iowa punter Tory Taylor for All-American punter.
Big Ten is loaded at punter.  You could argue they have the three best in the nation, between Taylor, Barringer and Amor

Bowers is the best TE on his team because he's the best TE in the country. 
If he wasn't the best TE on his team, he wouldn't be starting, would he. 
this is a logical fallacy. coaches play favorites with one guy over another for this reason or that- they misjudge and misevaluate talent all the time. why? they are human beings. they are not infallible geniuses. they make mistakes with personnel. a lot. the best player isn't always the one starting.

Both TEs basically start and play about the same number of downs, in part because of injuries to two key wide outs.  I don't think they view one as better than the other in any respect.  Washington has made some highlight level grabs this year.

Who is better?  I'd lean to Bowers, but it's not an easy call.

Bowers is freaky explosive for a TE at the college level, but Washington just might wind up being the better NFL prospect though. Dude gives off serious Gronk Lite vibes. He's just a behemoth of a human being and an insane mismatch with his size, length, and strength. He's the only TE in FBS by PFF with an 80+ grade in both pass catching and blocking. He can straight up bully defenders in the run game and in pass pro with his blocking and he's just too big and too strong for smaller defensive backs to try and cover him.
