No, it was earlier than that.
Southern Miss was the best mid-major in the south for about 10 years (early 80s-early 90s).  They also upset FSU one year, which was Favre, I believe.

In looking up some stuff for 2019 LSU, I got into looking at best offenses.  And there's one way off the radar, but was even better than that LSU one.
2018 Oklahoma

Okay, so yeah, Heisman winner at QB Murray.  69% comp, 4300 yds, 42 TD, 7 INT, 199 rating
Great.  So?
Umm, they came thisclose to having three 1,000 rushers!!!
Sermon 947
Murray 1001
Brooks 1056 @ 8.9 per carry!
Wow, but?
THEY ALSO HAD TWO DIFFERENT 1,000 RECEIVERS!!!

But why doesn't that particular team come to mind when we think of all-time best offenses?!?
They lost twice.  But how?!?!

Scoring defense ranked 101st in the country. 
Yeeeesh. 
They went 4-2 in games where they allowed 40+ points, lol.  FFS
