1946 at Griffith Stadium in Washington D.C., Bob Feller has his fastball clocked at 98.6 using the U.S. Army's Sky Screen Chronograph.

This device was used by the Army to measure the velocity of artillery shells

Like the Wolverines, they peaked in the late 1800s/early 1900s.
