It's short for "fixin' ta" which is is short for "fixing to" which is Southern/Texan for "about to" or "going to."

That's more the East Coast but they are starting to come here. Most that are coming here are year-round now. 

We are mostly Midwest here, with some California, Texas, Pennsylvania and New England mixed in.
