The areas representatives have been on the state govt. for some time to stop the flow in from NY and NJ. Some of the transport services voluntarily did so, but many others kept on, including Greyhound. There are numerous videos of  busloads disembarking on multiple trips daily. while the outbound to the cities have had essentially no riders. Add in the vans that travel back and forth each day carrying people back and forth to the warehouses and factories in the area. Then there are the people (and it is numerous) whose kids live here to go to school (High School) here but parents live in NYC, the number of people who moved here to get away from NYC (lots of Hispanics both legal and illegal). These last groups will pile in to 20 or more people in a 2 bedroom apartment/house. There there are all the summer/vacation homes rentals in the resort areas of the Poconos and what we call the endless mountains and NEPA's population exploded.

1,680 new cases including 152 in Luzerne County. 16,239 total cases with 1,134 in Luzerne County. The Commonwealth's statewide death total has risen to 310

Most cases in Luzerne are in Hazelton a city of about 25,000 with a total of about 40k in the surrounding area

There are also a lot of cases there that are counted against NY and NJ numbers as they are not residents of Pa. per local officials

Not hard to see why the numbers are high there

New cases increased in AL yesterday, but deaths are running behind revised-downward projections. And these are 'reported' deaths. Confirmed deaths come later and are lower.
